At what time of the month does your 'limit' refresh or revert back to 0? Is it the start, a month from the date you started ...etc.

I am at the limit (i think) and want to know as I have loads of stuff I want to download (not **** for those manky minds )

It is supposed to be 00:01 on the first of the month to 11:59 on the last day of the month. With that extra minute accounted for in one of them.
