Default Outlook Express Problem

For some reason i cannot open outlook express - when i double click on the icon (or the file) i get the message - "outlook express could not be started because MSOE.DLL could not be loaded"

i've done a search and all the links are to sites which claim this is a registry problem and i have to pay to download their software - is there any other way around this (i tried restore but the computer wouldn't let me)?

idiot proof answers please

Try a visit to windows update (Click START to find it) and see if a OE patch will sort it.
