You just have to turn it off. Either do this within the Outlook options or add the Office Administration templates so you can mange the settings via Group Policy manager.

Download and install the Office XP resource kit (I think that's the correct name for Office 2002) - http://www.microsoft.com/office/orkarchive/xpddl.htm
Install it on the admin workstation
You may need the Group Policy management tools too if you've not installed these already
Then you need to add the Group Policy management to the MMC
Then all the options for Office should appear under Computer or User policies (Administrative Templates IIRC)
The rest you can follow with your own nose. I'm not holding your hand through it all

The only way to remove the archive function is by adding a key to [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\11.0\ Outlook\]
"DisablePST"=dword:00000001
The autoarchive can be turned off in Group Policy using the Outlook.adm.

I worded my responce badly
The Group Policy adm file for Outlook is very detailed and complex, download the excel spreadseet with all the settings on, it will make you
In addition to removing AutoArchive (via adm) I also want to remove the File\Archive option. This can only be done via the above dword value on every PC

Use a GPO to do it.
Easy peasy, use a logon script, create a GPO or worst comes to worse use whatever system you use to deploy software/patches to do it (ie SMS).
