Internet Relay Chat. It's a bunch of servers connected via a protocol which enables realtime chat. IRC clients connect to IRC servers which route conversations to channels and people. There are a lot of different IRC networks, with different server daemons offering different services.
You will need an IRC client, and to know the network which those people you want to talk to are on.
