Macromedia Flash + Adobe After Effects + Adobe Photoshop + Adobe Illustrator a video editing programme.
Something like that will take time, lots of time and is not something you could knock up without skill + creativity. I would expect it probably took at least a month of animation if not more, then there's the lip-syncing...
Saying that though getting into motion graphics is a good thing. You can produce some really impressive things with just even a small amount of knowledge. If you get used to the programmes above then you will be on the way.
