Default scrollbar virus?

Something is grabbing hold of my vertical scrollbars on any application and throwing it up and down like a feckin yo-yo. As I'm typing this, the screen is jumping up and down like crazy and its driving me insane!!!

I cant click on eg threads on scoobynet as its like this thing knows what I want to see and it aint gonna let me see it. It jumps the screen up and down so that when I click on something I bloody miss

It must be a virus of some description. Has anyone heard of this one? What really annoys me is that the virus-scan shows nothing and the firewall test showed up fine
