When you are about to start a race and you get the five or so boxes at the bottom of the screen,one of which is the Start Race button,there's one for settings and if you go into there and scroll to the right you will see driving aids,you can then enter that and turn off understeer/oversteer and the other one which escapes me now!! (Not got my PS2 powered up so this is from memory)
