Grey lines on screen behind text

Grey lines on screen behind text
When I logged on this evening I discovered that my monitor screen now displays text with a grey background to it. There are also grey streaks of varying thicknesses/heights over large sections of the display. I have carried out a virus check (just in case, but no viruses found) and done a System Restore (I'm running Windows me) but no positive results there either. I have wiggled all the leads in and out of the tower and monitor but that hasn't made any difference either.
Is this simply a monitor failing or is it to do with graphics cards (whatever they are), the need to re-install something, or something more sinister/complicated than that?
If anyone has any helpful advice, please bear in mind I am not a technie but I am prepared to follow "idiot's guide step-by-step instructions" to troubleshoot the problem. Any advice will be very welcome.
