Default Setting up a website with webcam?

I'm going to have a first attempt at setting up a website with a webcam. I think i've got the basics sorted - got a domain name from 1&1, webcam on order. Now I need to sort out a few other minor things, like a server, a website design!

When i got the domain from 1&1, i also signed up for the web hosting service. Not sure if i'll definately need it, but thought it may be useful for learning.

So, do i use the 1&1 hosting facility for the website & stream images to it, or do I setup a server at home & host it on that?? I'm leaning towards the home option currently.

If i go for building my own server, what's the best OS to use for the website hosting\webcam streaming, Windows 2003 or linux (on the linux side, i've only setup the redhat flavour previously). I've got some experience of apache, so will probably use that for the web server.

Then there's the website design, i've only used frontpage before to do html stuff (i.e. ebay). Would this be ok for doing a complete website?

Any advice\opinions graciously accepted.
