How do I install "Cyrillic Codes" on Windows XP?

Question How do I install "Cyrillic Codes" on Windows XP?

Although I have the ability to type in Cyrillic (Russian), I have recently bought, in Moscow, 2 programmes which I want to install.
One is a powerful translater for Russian-English and back and the other is an Autoroute equivalent of Moscow.
In the route CD, at installation, my options do not even show in English or Cyrillic, but only in un-recognisable text.
In the other, it actually tells me that I do not have the "cyriillic codes" needed for installation.
I would think that these are available , but have not a clue how to find them.
Any help, please?
