Interesting mate, first thing I'd check is the outbox of the email client you are using, might be a corrupt mail or "probably" an infected mail that norton can't fix or doesn't know how to deal with.

When was the last time you updated the virus defs and scanned the system?
Run MSCONFIG from the run command and click on the startup tab. You might have a few things in here that shouldn't be. Uncheck everything and restart the pc, if its still the same, put the ticks back and restart.

Golden rule of troubleshooting mate, if you try something and doesn't work, put the system back the way it was BEFORE trying something else. Not doing so is the easiest way of getting the system in a rather ****-up state.

Question

Sounds like you might have a virus/trojan that has it's own SMTP engine (e-mail sender program) - thus it can override your normal e-mail (e.g Outlook) client.

When you say "Norton", do you mean Firewall or Antivirus (or both)?

Oh, and knowing what Operating System you are running might prompt further ideas and replies.
