You won't be able to start collecting cars until you've completed a certain mission in San Fiero where you nick several cars. There are three sets of 10 cars to collect.

yeah ive done that how do you think i know about it 
Ive exported quite a few new, but where do i go to import? Says theres a few but god knows where i get them
