Default HELP - Outlook Express

Have turned on my laptop to check my emails this morning, I open Outlook Express, press 'send and receive' and I get this:

The connection to the server has failed. Account: 'mail depro', Server: '127.0.0.1', Protocol: POP3, Port: 995, Secure(SSL): Yes, Socket Error: 10061, Error Number: 0x800CCC0E

What does it mean and what do I do???

Guess:

You've got Norton Antivirus installed, set to scan emails?

If I'm right, disable email scanning then try send/receive. After thatre-enable and try again.
