Found this on another BBS
For reasons known only to Microsoft programmers, IE remembers the size of the last window closed as long as it was a secondary window, then uses that for all future secondary windows...so long as you don't resize it using the Maximize button.
The steps for forcing all secondary windows to open maximized:
1. Open IE, go to a page with links
2. Open a link in a new window
3. With the left mouse button held down, grab the corners/edges of the secondary window and drag it to the size and placement you want. Do not use the maximize button.
4. Close the original window first - important step, don't overlook it!
5. Close the window you just resized
All future IE secondary windows will open using the size and placement of the window you closed in step 5.
