Default .NET Framework 1.1

An app I was going to install is asking that this needs to be installed first. What does it do? I've checked the MS website and it explaines something about "The .NET Framework helps software developers and systems administrators more easily build and maintain systems with improvements toward performance, security, and reliability."....

http://www.microsoft.com/net/basics/framework.asp

I don't know much about this, but is going to be sending any info over the net to MS, or communicate in any way to other sites? "Applications can be designed to automatically upgrade themselves to the latest version. "

Not being paranoid, but I like to know what's going on....

.NET is a programming language that certain applications are compiled in n use to run. The framework is a set of files allowing the apps to run on any PC. They are safe to install.
