Perfectly normal behaviour, especially if there's a static assignment for the MAC address of that machine. What's the problem?

theres no reservation for it, i mean its impossible to have a .0 octet ?

eg 192.168.130.1 ,192.168.130.2 is okay

eg 192.168.130.0 <---- impossible right

That will depend on your network configuration but it's not impossible with kit that supports the Cisco 'subnet-zero' command.

What OS is running on the PC? If it's NT/W2K/XP, then do a ipconfig /all and see what DHCP server responded. Then check on that to see if the .0 is allowed.

I've always just set DHCP scopes to include .1 -> .254
