If you are using Dreamweaver - it has built in teplate content pages with exchangable graphics and set tables etc.
If not try one of the freeware ones off www.tucows.com , they let you select a whole directory of images, then you select options/buttons/colours etc, then it compiles an HTML page for you to upload to you webspace.

I'm using a slightly modified copy of 4images (http://www.4homepages.de/) to drive my website (http://www.iainbyoung.co.uk) at the moment. Seems pretty good. but you do need php and mysql support in your web space to use it.
Oh, and a decent html editor is needed as well if you want to edit the templates. Something like notepad for example (it's what I use )

as above, needs php (but no php knowledge to get it running)

I use Curator, which is also available from the SourceForge site at http://curator.sourceforge.net/. It needs the Python interpreter to work, but the whole thing is OpenSource.
