I am being pestered by my oldest offspring (13) to install msn messenger so he can im his mates.
The question I have is, can he access chat rooms and or be pestered by people he doesn't know (like you can with yahoo messenger) ?

messenger only shows contacts who have your e-mail addy, and there's an option to block any1 u want.

 

Microsoft removed all the chat rooms amid fears of "grooming", so there aren't any chat rooms on MSN anymore.
