What does the BIOS report? i.e. when you restart/boot the first screen the BIOS displays should be information about the system. It will display the BIOS version, date, amount of RAM installed and also info on the processor. It might report the model number (2000+) or the chip speed ~1670MHz. What does yours say?
If you're able to get into Windows, you could also try a software diagnostic. Try WCPUID - which will interrogate the motherboard and report the bus speed, multiplier, cache size/speed, chip speed/name etc.
