Don't use Oracle myself, but a guess would be to create your database and specify a Unicode codepage (UTF-8 or UTF-16) and then, from a Unicode enabled client, stuff your umlauts in to your heart's content.

Only problem is existing db created in char set WE8ISO8859P1

No idea if it's any help, but I put "database codepage" into the site search and it came back with an article titled Use the Character Set Scanner to Migrate a Database to support Unicode
