Is it possible to use a webcam over a 56k modem connection or is it too laggy? My Bro is in Australia & is only on dial up connection but is considering getting a webcam to link up with the family at xmas. This end would be on broadband.

Yes as Hojo said, it is possible but it will be slow.
The fact that you are on broadband does not matter, as your brother is on a modem, you connection to him (webcam) will run at his speed (56k).
So both your webcams will run at the minimum connection, in this case 56k.
Also bare in mind, thousands of other people will be trying to do the same thing so both of you will probably find the 'internet' is slower that it usually is
