Picture message software?

Im trying to find some software that will let me create picture messages for nokia phones. I ideally want something that will let me import photos and then pixellate them (if you get my drift).
I already have the Nokia suite but that won't let me import jpgs etc.

Is this the old mono phones?
I used to use either MS Paint or Corel Photo Paint (which does a much better job) to convert them to mono .bmp fils, then load em into the graphics editor.
