It is from CD
the laptop I am formatting had ME on it
My desktop has all the XP disks so I would like to use them ???

Yes I am 98% certain you can do this 
Once you install XP, there should be tools on it that enable you to troubleshoot any running problems on ur PC. However, I'm not sure XP will run properly on machines with old BIOS versions and/or inferior processor speeds, but seeing your machine is already running ME, then you should be ok.
If in doubt, seek a second opinion

Potentially yes.
Who made the PC the restore CD is supplied with. MS make bigger manufacturers lock down the restore CD so it will only work on that make of PC. For example, you couldn't use a Compaq CD on a Dell PC.

Safer to stay away from that...
Really need a retail XP CD, or a Tosh one.
More than likely that the HP CD will generate some kind of message saying that it can only be installed on a HP machine (that is the case for Dell anyhow).
Makes you wonder though - you have a legitimate OS license, but can't install the damn thing on a computer of your choice. MS do like to try to prevent copyright infringement, even if it does affect there legitimate customer base.
