IE links not opening excel files - how to fix it?

Got a user on Win2k and IE 5.5 and Office2k. Goes to a page where there is a link to an excel file and when he clicks on it it just says page can not be displayed, it just wont open the file in IE. If you have excel open and then click the link it opens in IE fine. Have reregistered excel in the run command line excel.exe /o and reinstalled IE through registry removal and re-running the script for it (standard reinstall procedures here).
What links IE to excel that wont run without excel running first? Works on others pc's, just can't work out how to re-establish the link on this one pc.

Unfortunately not, when u click a hyperlink for an excel file excel doesn't fire up. If excel is open already and you click the hyperlink then the file opens fine into IE.
Its the link between IE and excel thats not working, it can't call up excel for some reason.

What about if you double click on the file from Windows Explorer, not Internet Explorer? Also, do the linked files have any spaces in them?

Yep its all set by policies, its a corporate network heavily locked down. All machines are the same.
Like I said earlier, if excel is running the files open fine. Its not secuirty or anything like that, its purely IE is not linking to excel and opening the app.
