Depending on your browser, cookies are most likely already enabled (unless you have changed any settings)

I used to get that error message when using search, and found it was due to a rogue space at the end of my username. Re-type your username into the field (do not let it auto-complete) and I think you fill find the problem goes away.

Question

Do you have a firewall installed (it could be configured to block cookies)?

If so, what software/version?

Leeroy, they are all handled through privacy settings

Tools > Internet Options > Privacy tab. The way in which cookies are handled depends on the level selected
