Why when I try and install, for example, the kernel sources, does rpm claim it doesn't have openssl 0.9 when a later version was installed by the redhat updater.
do I *need* to install the exact version or can I force it to use the newer version?

Depends if the OpenSSL API changed. Also, versions of OpenSSL prior to 0.9.6e (is it? or f? I can't be bothered to check) have a vulnerability in them so you're best off with 0.9.6g at least, although 0.9.7 is out so you're best off with that.
