there's probly an easier way but I do this to backup OE messages.
go into OE. right click on the inbox folder and select properties.
highlight the location of the inbox and right click/copy.
open a browser (my docs for instance) and paste into the address bar.
delete the last bit of the address [inbox.dbx]
hit go or return key.
you now be in the containg folder for all your OE folders, inbox, sent items etc.
for ease, right click on each folder and send to/my documents.
now, go into nero or whatever you use and burn the folders you copied to disk, i.e you will find them easily in "my documents"
to get the messages onto the new OE, find the containing folder as above, and paste the files you saved into it. you will be asked if you want to overwrite - select yes.
you might have to right click the folders and unselect the "read only" attribute before OE can see them.
note:
I have only ever done this with 98 and 2K, get someone here to ok before you format the hard drive
I stand, as usual, to be corrected

If the PCs are networked together:
1. Make sure OE is closed on old machine
2. On the new machine, click File > Import > Messages
3. Select "Outlook Express 6" (assumption)
4. Select Import from an OE6 store directory
5. Browse the network to locate the store directory (On XP this will be at C:\Documents and Settings\{username}\Local Settings\Application Data\Identities\{long-string-of-numbers}\Microsoft\Outlook Express) You can find the exact location by going to the old machine, Click Tools > Optiona > Settings and click the Store Folder button.
6. Select all folders / specific folders as appropriate
7. Click Import and watch it go.

you can even do the same thing and burn onto cd the "application data" folder in windows,
this will generally have all the stuff you need and your address book to import as well, if it's like for like you can use the identity if not ie versions differ slightly use the import from store directory option
