Erm, dunno how to do it in what you ask, but just add target=_blank to the link tag (ie <A HREF target=_blank>open new window</A> )

save this to an htm page and see if it's what you want to do.
<html>
<head>
<meta http-equiv="Content-Type" content="text/html; charset=windows-1252">
<title>Test page. Division example</title>
</head>
<body bgcolor="#dddddd">

<p>
<input type="button" value="Open Div" onClick="OpenDiv()" style="font-size:8pt">
</p>
</body>
<SCRIPT LANGUAGE="javascript">
function OpenDiv()
{
document.body.insertAdjacentHTML('BeforeEnd', '<DIV STYLE="position:absolute; TOP:25px; LEFT:35px" ID="TheTip"> <TABLE width="300" BORDER="1" CELLPADDING="0" cellspacing="0" bordercolordark="#dddddd" bordercolorlight="#000000"><TD BGCOLOR="#ffffff"><br><br><cente r>How About This?<br><br><input type="button" value="Close Div" onClick="CloseDiv()" style="font-size:8pt"><center><br><br>&lt ;/TD></TABLE></DIV>');
}
function CloseDiv()
{
TheTip.innerHTML = "";
TheTip.outerHTML = "";
}
</SCRIPT>
</html>

the document.body..... thru .... </DIV>'); is one line btw - not sure how SN ***** these things up!

Could be talking about the title attribute that pops up on mouse over?

<a href="blah.htm" title="this text shows up when mouse overs over it">hotspot</a>
