Probably not as I believe scanning maps is illegal

What u need to do is get someone who knows flash to create a miniprogram type thing - which would obviously be a lot of work

Question

I am looking for software that will allow me to, well......

Looking to set up a topography package for work so as to allow the shift to learn the street names. What I am looking to do is: for instance, scan in a street map then alter it in such a way as to blank off the street name but be able to have the names re-appear when the cursor is clicked over it ????
ie,pointer on street. "what is the name?" pointer clicked, name appears. if you are right your right, if you are wrong yer sacked

I know what I am after but perhaps havent described it very well ?
Dont even know if this will be possible ? But the brownie points would be good
