on closer inspection those things look a piece of p1ss to make:
ingredients:
one x ps2. £ 150??
one x bucket / kart seat £ 120??
one x logitech steering wheel & pedals £ 50 ??
one x 3m length of 1.5 inch galv pipe to someone in the trade - £ 9-10 , to a punter about double.
2 x tubeclamp tees - £ 8 ??
3 x tubeclamp vertical mounting plates £ 12 ??
various bits & bats, seat rails,fasteners etc £ 20-30 ???
tin of black paint £ 4 ??
take ingredients into shed, work on for about 3 nights, and save yourself about £200 -£250.

I once made one out of a wardrobe - removed doors, removed drawers underneath, nailed piece of board in the bottom, then screwed pedals into board.
Then attached some planks to the wardrobe and screw mounted the wheel.
Then inserted TV, Citronic Mixer, Getthoblaster etc etc and had an armchair which fit in perfectly.
Twas great
