Blocking Spam e mails in Outlook

Can anyone please tell me how to configure Outlook to BLOCK specific incoming e mails from advertisers ( I can only seem to see th "add to junk list " which only colours the offending e mail.)
Also in "Rules" I cannot see how I can block e mail from eg The Wizz, which arives daily although I have tried to cancel.
