Formatting CD RW prob

Formatting 8cm using InCD
210mb but when formatted only 159mb
650mb but only 510mb
it formats in about 1 min
when unselecting fromat in CD-MRW in properties it fails after about 5mins

managed a full format , took about 10mins but only has 170mb now
