Have you checked your Outlook Express settings?
If you have got checked the 'Hang up after sending and receiving' (Tools-->Options-->Connection), then everytime Outlook checks for email (possibly set for 20 minutes), then the connection will be dropped afterwards.
May be what it is ... maybe not!

I'm assuming you're on Freeserve's broadband (i.e. BT ADSL) service? If so, it hasn't been unknown for the DSLAM (DSL Access Multiplexor) to be over subscribed at the local exchange. At times of high capacity (i.e. early evening when everyone comes home from work), it may mean there are more subscribers than there are channels available.
One way to cope with this is to throw people off. This maybe random or after a certain period of time. You may also note that line speed drops. This has happened quite a lot in the States. It wasn't uncommon to see access speeds for ADSL line speed to drop below that of a 56K dial up modem!
ADSL is an 'always-on' technology - as long as the telco provider wants it to be!
