my ping on wolfenstein was 15 that was at its best

When online gaming, ping is very distance dependant, dependant on how many other players are playing on the server that you are connected to, how stable their connections are and how much load the server that you are playing on is under.

low ping is the best
basically the lower the ping, the less lag you have, thus the better the gaming experience.
the higher the ping, the more lag, so you could shoot someone infront of you, but as you are say ~250ms behind, he could have already moved and killed you.
