I connect my Laptop to my TV Via the S-video Cable in to the S-video socket is there any way i can set my VHS to record from S-video

yup if you can plug the svideo output to your video input - not tv !!
use svideo to scart if the vcr does not have svideo connector - oh and you may want to connect sound outputs also..
