what would scooby do

Ok, if a realplayer streaming file is encoded at say 220kbits a second - is there any way that it can be played back over a low bandwidth connection without it skipping 50-70% of the frames. Say over a line that is only showingas having 40kbit/sec bandwidth according to the realplayer stats ??
