NTFS rights on webpages

maybe i am thick and missing something silly
someone wanted a username/passy for a webpage.
so the webfolder was setup so that when they accessed the page it used an ntfs login/passy
now they want to see a folder further down without needing the username/passy and for some reason it wont work
it is set so that it will not inherit permisions from the parent folder but it still wont work
the folder i have modified should give access to "everyone" and "anonymous user" but it is somehow taking the permissions from the parent !
i know it is something stupid i am overlooking
