Internet Stalling HELP!!!

Recently my PC (when on the net) stops transmitting/receiving data, this has happened on my Freeenetname dialup and my now defunct (another very long story) Pipex ADSL, it drives me mad, fine for 5 mins and then stops for 1 min.
Running Win 98SE/IE6 on Athlon 1700+, Epox 8KHA Mobo, GF3 200, 256 DDR
Zonealarm installed, have disable Gator crap with Startupcop, could it be some other bloody spyware ?

where to start! Could be anything from time out settings in your browser to missing/corrupt/virus infected file(s)
I would assume you have done the usual - remove and reinstall (repair) your browser/modem drivers, scandisk, etc...
any more details?
