Upload??? Download???
Here in France I'm on limited internet, 3GB per month.
It's 2.5GB download, 0.5GB upload.
Last year, no problems. This year, I keep having it strangled because I've run out of UPload.
So...what is upload, and what is download?
This is what I do most:
Browse forums, making the occasional post.
Read and sometimes reply to emails.
Look at Google maps and Google earth.
Search for hotels, make bookings on hotels, cross channel and Ryanair.
VERY occasionally post very small photos. (0.3MB)
Of those, which is using up my upload?

if you are that restricted make sure you have a good adblock solution.
For example this forum has 10+ spammy tracking ad scripts, EVERY time you click a link or view post that ****e is phoning home to get a new ad and tell them what your up to etc... and all that is 'upload'.

The way I understand it in laymen terms:
upload is you sending information, download is you receiving information.
So for example if you were an online gamer, to play well you'd need upload of a decent speed for your console to communicate with the server. You'd also need a reasonable download so that it could provide the rest of game play of others and the actual game itself.
as for your requirements, id imagine 0.5 upload constant would be more than enough.
