If the phone is still under contract ie, subsidised, you don't technically own the phone yet, hence why you need to pay off the contract before they will unlock it. Your phone's IMEI number and it's status is held on a database so even if you unlock it through unconventional means, it will eventually get locked again when it goes back on the network so I've been told.

Not for Apple phones, they are unlocked on Apples servers by the mobile networks. in the OPs case if the phone needs unlocking then O2 are the only people who can do it. They place the unlock request with Apple who then update their database, and the next time the phone syncs with iTunes or iCloud (I think) then the unlock is applied.

Question

OP, why do you want to do this?
Why didn't you just get the phone with your preferred network in the first place?
