i have a option to (restore operating system and retain user data) on my desktop pc, if i do this will i lose all my settings and shortcuts etc ? This is what it says in the window for performing this restore

restore only the operating system of your pc to the factory defaults. Files from your user accounts will be transferred to C:\backup. this option will remove persistent viruses or malware. (*reboot needed)

You can run files and settings transfer wizard to backup the settings and shortcuts and restore them after you reset the OS. You will likely need to reinstall your programs first before importing files and settings again, but it remembers everything, including all your passwords and favourites.
