Default Fuel filler door/flap

Should the fuel filler door flap thingymajig(don't know the correct name) have a spring in it to open it when you pull the lever in the car? Mine doesn't pop open and I've had to adjust it so as it doesn't lock? Or I'm I missing something??

The car is a year 2000 UK turbo!

It has a spring clip,i had to replace mine.

Its on the inside of the flap attached to a plastic slider ....
