I think people will say throw it away and use the standard set up with remap but don't quote me

Why does the boost need turning down? the ecu will be controlling the boost at its safe level, no need to tamper with it.

what about a smaller restrictor pill at 2/3 port boost solenoid.

Kind of makes the decat a little pointless ?

You can't turn down the boost by adding a manual boost controller to the existing boost control setup, you can only adjust for more boost. If the decat is causing a problem until you get a remap, then just bypass the boost control solenoid by running a pipe from the compressor housing direct to the actuator. That way you'll just run base actuator pressure.

usually around 0.6- 0.7

Best not putting the manual boost controller on it, thats only going to bleed air and cause more boost, either get it mapped, put decat back on or pull actuator pipe off and join it from compressor side of turbo to actuator to give actuator pressure 0.6 -0.7 untill you can get it mapped to suit.
