"Tories are launching their transport pre-manifesto with the promise to give motorists back their freedom under the slogan Right to Drive.
The document is expected to include pledges to steer clear of the congestion-charging and workplace car-park taxes contemplated by Labour.

Other vote-wooing proposals expected to be included are reduced fuel taxes and 80mph speed limits on motorways.

They are also proposing "no seat, no fee" rules to refund railway passengers who have to stand.

Mr Jenkin said: "The next Conservative government will get Britain moving again with sensible policies that go with the grain of human nature rather than against it.

"We will tax less and deliver more by respecting people's freedom to travel how they choose and with minimal disruption. Conservatives will give you back your freedom."

He added: "It is all too evident that Labour's transport policy has failed to deliver what it promised. You were told that a Labour Government would bring 'immediate benefits' for the travelling public. Instead, standstill is everywhere.

"They had a perfect opportunity to revolutionise transport - a huge majority in Parliament and a golden economic legacy from the last Government. But they have wasted that opportunity.

"According to leaked Cabinet minutes from the week after the election, Tony Blair says 'the railways are not a priority'. In fact, nothing was a priority apart from bleeding the motorist dry with higher and higher fuel taxes.

"The outlook for the travelling public and industry in Britain is grim. Another four years of Labour will mean many more years of standstill Britain."
