Default Turbo boost holding back

When accelerating hard the car feels like it is holding back and not boosting to the max then suddenly it will over boost for a second this has only happened since I fitted a pipercross induction kit hence I have removed it and gone back to the standard filter but still does not feel right. Any Ideas guys?

whilst you've got the wd 40 out put some round the wastgate drop pin on the turbo housing as the gate could be starting to seize, once the fluid is on give the arm afew tugs back and forth to work it in abit.
