Default turbo problem?

Hi all,
So the car in question is a 1999 turbo 2000 which I've owned for about 3 years, now here's the problem that's happened today.

I was driving along just about to join a motorway I put the car in 3rd gear and put my foot down and there was no turbo just a turboish leak noise as in air spitting out, I got off the motorway and tryed all gears and it did the same thing, no power just the air noise.
I pulled into a layby to let it idle to see if I could see any lose pipes which I couldn't, so I pulled off and tryed the turbo again and it was working all fine. It's also done this last year, any ideas?
Cheers.

Mini update:
I've just noticed that the pipe coming from underneath/behind the intercooler is caked in oil I'm not sure if this is linked.

Do you have a boost gauge? Have you checked for fault codes?

Don't think code readers work on classics.

How to read fault codes on Impreza classics

To read the codes on a classic you have to connect the plugs under the dash near the steering wheel.

Sounds like a sticky dump valve, what DV do you have on? When was the last time the DV was serviced?
