Default Dial dance on start up

Hi all, brought myself a 03 wrx sti today, could any one let me know if my dials should do a liitle dance when i turn the ignition on as this is not happening...

I'm sure they were supposed to?

Aye, car is too old to do that, iirc it came with the 2005 cars?

No it came on the hawkeye on UK spec cars.
The blob never had them except jdm models

Must of been a JDM I seen it on.

Can any of you tell me what this is.. it doesn't look oem. Tried to post a pic but not sure I can...

It is located next to the intercooler spray button and is a metal flick switch which has a led light beneath it and a small black button to the side.

When ignition is turned on and you flick said toggle down the led lights red makes a few bleep noises and then the led flashes green constantly. There is also located in the bottom front grill a small plastic block with a wire coming from the back of it.. not sure if these two things are connected.? Any help would be much appreciated.

This did cross my mind when I noticed the block on the front of the car... Is this legal lol.
