I'd have a word, he might not have a clue about this sort of thing and the impliactions, failing that speak to your council.

I think you only have to get planning permission if you are covering over a certain amount of grass, not if you are just re-doing your drive.

I seem to remember seeing that people have been stopped from surfacing their drives in case they do cause water to drain on neighgbours' property.

You could always check with your local council.

Doesnt the law state you only need drainage if its bigger then 50sq meters?
