Not sure of the letter of the law regarding distance, but yes that's correct, to prevent a drunk driver getting the car back onto the drive, scooting inside his house and assuming he's got away with it.
A question I asked in a similar thread was about the situation where a motor home parks up in a lay-by or public park for the night - obviously with keys on board - and has a few sherberts with his meal before going to bed. Presumably he is open to arrest by a bad tempered cop?
