I hope they have got rid of the stupid rear torsion bar first otherwise it's useless.
Not necessarily, if Renault have and continue to produce the finest handling hothatches using torsion beam rear suspension, there's hope that Honda can too since they're aiming to be the fastest FWD hatch around the 'Ring.
Totes. I've always had a slight soft spot for the suckers.
I'd love a lowish miles (c.60k say), unmolested, black one. Completely bone-stock.
What are the prices, these days?
Dropped like stones. Decent prefacelifts can be had for £2.5-3k (lots of cr@p below that) and facelifts up to £2k more if prem editions. I prefer the look of the prefacelifts myself but that's just me. Mileage isn't be all and end all. My daily is on 126k and still quiet and smooth and the red one is on 86k. My other previous one was on 46k and the engine was far coarser despite FHSH.
Grinspeed or TDi North look after mine now. Miles away but worth the journey for specialist treatment. Just wish they were down my way

Am I right in thinking the Civic is a standard rear semi-trailing arm set up with shocks and springs, whereas the French have used splined torsion beams on their rear set ups? Was always a topic of coversation when lowering Renault 5 and Clio MK1s. I know that it was a bit of an art playing around with them as the preload affected rear brake bias.
Honda returned to fixed rear set up purely to lower production costs across the platform. On the EP3/EP2, the non-hot versions, like the Ford Focus and Mini, were all IRS which naturally bumped costs up.
In the mid-90s, I had my 5GTt lowered at Elite in Rainham. They had to literally "go to town wid a pair o' pwliars & a bwlo'torch!" lol... They had to heat up the housings with an oxyacetylene to get the damn torsion bars out. IIRC, it took at least 2 hours of faffing about!
But got there in the end. Achieved the desired drop - and what with the addition of adjustable Spax all round - 'the iron' (the little 5's silhouette always reminds me of said white good lol) handled like the proverbial go-kart. It was a hoot.
Nowt a wrong with splined torsion bar/beam rear suspension, IMO.
